This standard provides requirements and recommendations for emergency preparedness exercises involving the initial action required to gain control of the emergency situation and to protect plant personnel and the general public. Although this standard does not include detailed accident scenarios, it does provide criteria regarding the frequency, type, and scope of exercises needed and extent of realism necessary for the exercise to be effective and educational. Detailed accident scenarios shall be developed by the participating organizations for each facility for each exercise to include the guidance provided by this standard. This standard includes emergency exercises involving the facility itself, other utility support groups, as well as off-site agencies and criteria for the critique of an exercise.
