This standard provides requirements and recommendations for an administrative controls and quality assurance program to help ensure that activities associated with nuclear power plant operation are carried out without undue risk to the health and safety of the public. This standard applies to all activities affecting those functions necessary to ensure: (1) the integrity of the reactor coolant boundary, (2) the capability to shut down the reactor and maintain it in a safe shutdown condition or, (3) the capability to prevent or mitigate the consequences of accidents which could result in potential offsite exposures comparable to the guideline exposures of Title 10, “Energy,” Code of Federal Regulations, Part 100, “Reactor Site Criteria” 

This standard is not specifically intended for application to test, mobile or experimental reactors, nor reactors not subject to U.S. Nuclear Regulatory Commission licensing. Applicable sections of this standard can be used in those cases for activities similar to those addressed herein.
