Smooth pavement can reduce vehicle operating costs and is valued highly by both travelers and shippers. Because all states must report International Roughness Index data for their National Highway System roads, pavement smoothness is also an important performance measure for the State DOTs. This report identifies states that have achieved exemplary performance in achieving smooth pavements and documents their best practices. The second in a series of reports for the Subcommittee on Performance Measurement and Benchmarking of the Standing Committee on Quality, this report on measuring pavement smoothness is co-sponsored by the Subcommittee on Transportation Asset Management of the Standing Committee on Planning.
